A bill introduced in Sacramento in 2017 and now again this year promises to guarantee safe, clean and affordable water for human consumption. The target: 331 water systems existing in the State – serving an estimated 500,000 people – that are in violation of water quality standards. To pay for all the system upgrades, the original bill recommended a tax on all water users in the state – not just those living in affected water districts.
