Assemblymember (and mayoral candidate) Todd Gloria has introduced a bill (AB 423) to overhaul the makeup of the SD APCD. His legislation doesn’t yet identify specific problems this bill will address except that it will create a designated seat for an environmental justice representative, i.e. someone from the Environmental Health Coalition. There is also a seat designated for a person with a scientific or technical background in air pollution, but it cannot be a person that is “… affiliated with any entity that is permitted by APCD or that is a source of air pollution.”
